SAFARI QATAR SERVICES · LICENSED ACTIVITY 452000
General Contracting and Building Construction
Eleven building-type activities and general contracting, recorded on one Qatari commercial registration.
Safari Qatar Services Company is a limited liability company, 100% Qatari owned, entered in the commercial register on 27 December 2010 under C.R. 48259 and holding Commercial Licence 201984, valid to 1 November 2027.
Our construction licence is not a single line item. The register carries general contracting under activity 452000 together with eleven separate building-type activities — single-family and multi-storey residential, industrial buildings and workshops, indoor sports facilities, airport facilities, educational buildings, hospitals and health centres, commercial and tourism buildings including cold stores, parking garages, farm buildings and other non-residential construction — plus building materials trade and retail under 4752801 / 475281.
Every capability on this page is printed beside the activity code that authorises it, so your procurement team can verify it against our commercial register extract rather than take it on trust.
SCOPE
What a 452000 licence covers, and what it does not
Activity 452000 authorises us to act as main contractor: to price and take on a complete building works package, hold the head contract with the employer, and carry programme, quality, safety and payment responsibility for every subcontractor and supplier working beneath us. The 4100xx range then records the specific building types we are permitted to construct.
Two boundaries are worth stating plainly, because a procurement team will check them anyway.
First, we are a contractor, not an engineering consultancy. Architectural, structural and MEP design, and the engineer's supervision role, are separately regulated in Qatar and sit with licensed consultancy practices. We build to the consultant's approved drawings and specification, prepare shop and coordination drawings for approval, and where a design-and-build package is required we carry the design through a licensed consultant named in the contract.
Second, catering, camp services and manpower supply are not activities on this registration. Those scopes are contracted through our sister company, Allive Team Services — catering and manpower — and the two entities are named separately in any offer that spans both, so it is always clear which company contracts and which company delivers.
REGISTRY

CAPABILITY INDEX
Licensed building types, code by code
Twelve activity codes and the work each one authorises
The code column is taken from Commercial Registration 48259. The description is what that code lets us build, written in the language a project manager uses rather than the language of the registry.
| General contracting | 452000 | Main contracting for complete building works: pricing a bill of quantities, holding the head contract, procuring and managing the subcontract packages — enabling works, substructure, concrete frame or structural steel, envelope, MEP, finishes and external works — and delivering the building through testing, commissioning, Civil Defence inspection and handover. |
|---|---|---|
| Single-family residential | 410011 | Individual villas, staff and management housing, majlis and annex buildings, extensions and full villa refurbishment, boundary walls, hardstanding, landscaping and external services connections. |
| Multi-family and multi-storey residential | 410012 | Apartment buildings and residential towers, mixed residential compounds, and purpose-built staff and workers' accommodation designed to the requirements of Ministerial Decision No. 18 of 2014 — room occupancy, sanitary provision per head, kitchen and dining halls, first-aid provision and fire arrangements. |
| Industrial buildings and workshops | 410020 | Fabrication and maintenance workshops, pre-engineered steel buildings, plant and process buildings, stores and material yards, gantry and crane support structures, heavy-duty industrial flooring, and the drainage, firefighting and power distribution that go with them. |
| Gyms and indoor sports facilities | 410021 | Indoor sports halls and courts, gymnasium and fitness fit-outs, sprung and impact-absorbing floor systems, spectator seating, changing rooms and ablution blocks, and the high air-change ventilation and cooling loads these buildings carry in Qatar's climate. |
| Airports and airport facilities | 410022 | Landside and support buildings on airport estates — cargo and ground-handling facilities, hangar-type structures, operational and administration buildings, perimeter fencing, service roads and car parks. Work inside the airside boundary runs under the airport operator's own security, permit and escort regime, which we programme and price for from the tender stage rather than discover on site. |
| Educational buildings | 410023 | Schools, university and college buildings, training centres and technical workshops, laboratories and specialist teaching spaces, libraries, canteens, assembly and sports halls, and phased work executed inside term-time constraints on a live campus with segregated access and noise windows. |
| Hospitals, clinics and health centres | 410024 | Health centres, clinics, day-surgery and diagnostic units, and refurbishment inside operating facilities under infection-control and dust-containment measures. Medical gas pipeline systems, radiation shielding and clean-area works are executed by licensed specialist subcontractors under our management, with commissioning documentation compiled in the form the facility needs for its Ministry of Public Health licensing file. |
| Commercial and tourism buildings | 410025 | Retail and mall shells and fit-outs, hotel and hospitality buildings, showrooms and shops, warehouses and distribution facilities, and cold stores — insulated panel envelopes, vapour sealing, floor heave protection, refrigeration plant rooms, dock levellers and cold-room door sets, with the refrigeration package installed and commissioned by specialist subcontractors. |
| Parking garages, including underground | 410026 | Multi-storey and basement car parks, ramps and circulation decks, deck waterproofing and traffic-deck coatings, expansion joints, drainage and sump pumping, mechanical ventilation with carbon-monoxide monitoring, sprinkler and detection systems, lighting, line marking and barrier and access control. |
| Farm buildings | 410027 | Barns and livestock housing, poultry and dairy sheds, feed and equipment stores, farm workshops, shade and net houses, agricultural warehousing, and the water storage, drainage and standby power that holdings in Qatar's interior require. |
| Other non-residential buildings | 410029 | The non-residential work that does not fit a category above: guardhouses and gatehouses, utility and service buildings, substation and pump-house enclosures, canteen and welfare buildings, prayer facilities, community and civic buildings, and standalone site infrastructure. |
SAME REGISTRATION
Adjacent activities that keep a building project inside one entity
Construction is not the only scope on C.R. 48259. On a building project the practical value of these codes is that permits, heavy lifts, oversized deliveries and marine or offshore-adjacent work do not have to be pushed out to a third party and then chased.
-
Offshore platform construction
Construction work on offshore platforms for oil and gas extraction. Covered in detail on the offshore and marine works page.
-
Repair and maintenance of marine machinery and equipment
Machinery and marine equipment repair and maintenance, relevant where a building contract sits alongside a jetty, workshop or plant scope.
-
Oilfield spare parts trading
Supply of spare parts to oil field operations, with material certification and traceability supplied against the order.
-
Heavy transportation of goods and equipment
Heavy and oversized transport of goods and equipment — pre-engineered steel bundles, plant, cold-store panels, cranes and site accommodation — moved under our own licensed activity rather than a broker's.
-
Clearing and government transactions (PRO)
Government transaction clearing. On a construction contract this is what lets the building permit, Civil Defence submission, utility applications, labour quota, work permits and gate passes run on the same programme as the works.
DELIVERY STRUCTURE
How a building is packaged
A main contractor's value is in how the packages are cut, procured and sequenced. This is the standard breakdown we tender, programme and manage, and it is also the structure of the payment schedule, so a valuation is read against the same list the programme is read against.
Which of these packages we self-perform and which go to subcontract is set out in the tender submission for the job in hand, with every subcontractor named before award rather than introduced after it.
The plant and equipment schedule is issued the same way — item by item, stating whether the machine is ours, hired or a subcontractor's, and carrying the third-party inspection certificate for anything that lifts.
-
Enabling works and site establishment Hoarding and gates, temporary power and water, site office, stores and welfare, access roads and wheel wash, demolition and site clearance, and survey control established and protected.
-
Substructure and earthworks Excavation and dewatering where required, shoring, blinding, waterproofing and protection, foundations, ground beams and slab-on-grade, backfill and compaction with density testing.
-
Superstructure Reinforced concrete frame — formwork, reinforcement fixing to bar-bending schedule, placing and curing — or structural steel erection, bolting and welding, with connection inspection and fire protection.
-
Building envelope Blockwork and cladding, curtain walling and glazing, roofing and waterproofing, thermal insulation, and the water-tightness testing that has to be done before finishes start rather than after a leak.
-
Internal walls, ceilings and finishes Partitions, plaster and render, screeds, tiling, flooring, suspended ceilings, painting and decorative finishes, all executed against approved samples and mock-ups.
-
Joinery, doors and ironmongery Fitted joinery, door sets including fire-rated assemblies with their certification, frames, ironmongery and access control preparation.
-
MEP first and second fix Containment, pipework and ductwork, cabling, plant installation, then terminals, fittings and controls, coordinated through combined services drawings before anything is fixed.
-
Specialist packages Lifts and escalators, cold rooms and refrigeration, medical gas, commercial kitchen equipment, sprung sports floors, laboratory furniture, BMS and low-voltage systems — procured from licensed specialists and managed as named subcontracts with their own certification chain.
-
External works and infrastructure External drainage and sewerage, water and firefighting mains, ducting and substation works, roads, kerbs, paving and car parking, boundary walls, gates and external lighting.
-
Landscaping and irrigation Soft and hard landscaping, planting, irrigation systems and their controllers, and the establishment period the specification requires before the planting is accepted.
-
Testing, commissioning and authority inspection Static and dynamic testing, balancing, integrated system tests, Civil Defence inspection, utility connection and energisation, and witnessed demonstrations to the consultant and the end user.
-
Handover documentation As-built drawings, operation and maintenance manuals, warranties, spares and consumables, training records, and the completed inspection and test records assembled as one indexed dossier.
LICENSED ACTIVITIES 4752801 / 475281
Building materials supply
Trade and retail sale of building materials, on the same registration as the construction licence
The registration that lets us build also lets us trade and retail building materials. In practice this arm does two jobs. It supplies our own sites with a single documentation trail from purchase order to material approval to delivery note. And it supplies other contractors, consultants and facility owners who need approved material delivered against a submittal rather than picked from a catalogue.
Every delivery is made against the material approval on the project — manufacturer, grade, applicable standard, batch or heat number, and test certificate — and prepared against the project specification and the Qatar Construction Specifications. On a Qatari site an unapproved delivery is a rejected delivery, and a rejected delivery is a programme problem before it is a cost problem.
We quote against your submittal rather than against a brand list. Send the specification clause and the approved-manufacturer schedule, and we come back with what meets it, what it costs, what the lead time is, and the certificates that will arrive with it.
-
Cement, concrete and aggregates Ready-mix supply coordinated against the pour programme and the cube-testing regime, bagged cement, sand, gravel and sub-base aggregate, admixtures, curing compounds and joint fillers.
-
Reinforcement and structural steel Reinforcement bar and mesh, cut and bent to the bar-bending schedule where required, structural sections, plate and hollow sections, with mill certificates and heat-number traceability supplied with the delivery, not promised after it.
-
Blockwork and masonry Hollow and solid concrete blocks, thermal and insulated block systems selected against the project's thermal performance requirement, mortar, plaster and render materials, lintels and wall ties.
-
Waterproofing, insulation and roofing Below-grade and roof membranes, liquid-applied systems, wet-area tanking, protection boards, thermal insulation, screed materials, and roof and deck coatings.
-
Formwork, falsework and scaffolding Panel and traditional formwork, props, shoring and access scaffolding for supply or for site use, with inspection, tagging and load-rating discipline maintained on our own works.
-
Tiling, ceilings and decorative finishes Ceramic, porcelain and natural stone, adhesives and grouts, gypsum board and framing, suspended ceiling systems and access panels, paints, primers and protective coatings.
-
Doors, ironmongery and joinery materials Timber, metal and fire-rated door sets and frames, closers, locksets and architectural ironmongery, with fire-rating certification supplied in the form the Civil Defence file requires.
-
Sanitary ware and plumbing materials Sanitary fixtures and fittings, pipework and fittings in the specified materials, valves and controls, water tanks, pumps, and above and below-ground drainage goods.
-
Electrical and MEP consumables Cable, conduit, trunking and cable tray, distribution boards, wiring accessories, luminaires, earthing materials, and the fixings and supports an MEP subcontractor consumes daily.
-
Site consumables and PPE Fixings, abrasives, sealants and adhesives, temporary protection, signage and barriers, and personal protective equipment issued and recorded against a documented standard.
METHOD
How a project runs, from enquiry to final account
Seven stages. The permit stage is the one most contractors leave out of the programme, and it is the one that most often sets the completion date.
-
01 · Enquiry and scope review
We read the drawings, bill of quantities and specification before we price anything, visit the site, and come back with the questions that actually decide the number: ground conditions and the substructure assumption, access and permitted working hours, which authority approvals are already in hand, the utility connection position, and the interfaces with any other contractor on the plot.
-
02 · Tender and estimate
A priced bill of quantities, a preliminaries build-up, a construction programme with the critical path shown, a method statement for the principal activities, quotations from the subcontractors and suppliers we intend to use on the major packages, and a schedule of rates so variations are valued against an agreed basis instead of negotiated at the end.
-
03 · Award, insurance and mobilisation
Contract execution, performance bond and advance payment guarantee, contractors' all-risks and third-party liability cover and workmen's compensation in place before anyone enters the site. Then mobilisation: site establishment and hoarding, temporary power and water, offices, stores and welfare, and labour quota, work permits, medicals and gate passes for the site workforce.
-
04 · Permits and approvals
Building permit through the Ministry of Municipality, Civil Defence design approval, Kahramaa temporary and permanent supply applications, road opening and traffic diversion permits where the works reach the boundary, and the consultant's approval cycle for shop drawings, material submittals and mock-ups. These filings are prepared by our own government transactions team under licensed activity 8299031, so the approvals programme is managed on the same schedule as the construction programme rather than handed to a third party and chased.
-
05 · Construction and quality control
Work proceeds against the inspection and test plan agreed with the consultant. Setting out is checked by survey, each stage is released by a signed inspection request, concrete is placed against pour cards with cubes cast and tested at an independent accredited laboratory, and any departure from the specification is raised as a non-conformance report and closed in writing before it is covered up.
-
06 · Testing, commissioning and handover
MEP testing and commissioning to the approved procedures, integrated system tests, Civil Defence final inspection and certificate, building completion certificate, permanent utility connection, and snagging and de-snagging with the consultant. Handover is a dossier, not a set of keys: as-builts, test and commissioning records, authority certificates, operation and maintenance manuals, warranties, spares and training records for the facility team.
-
07 · Defects liability and final account
A named point of contact for the defects liability period with an agreed response time for reported defects, a measured final account with every variation valued and agreed, and retention released against the certificate rather than against a reminder.
RECORDS
The records that prove the work
An employer's representative does not audit a finished wall. He audits the paper behind it. These are the records kept on every contract, available for inspection at any point during the works and handed over complete at the end.
We publish no exposure-hour total and no incident rate on this site. The records below are the evidence. They are written as the work proceeds, kept on site, and open to your auditor without notice.
-
Inspection and Test Plan (ITP)
Agreed with the consultant before work starts. It lists every inspection and test on the project, the standard it is measured against, the acceptance criteria, the record it produces, and who attends each hold and witness point.
-
Inspection requests and hold points
Each stage is released by a signed inspection request. Hold points — reinforcement before pour, waterproofing before backfill, services before a ceiling is closed — are not passed until the consultant has signed.
-
Concrete records
Pour cards, batch delivery tickets, slump and temperature checks at the point of discharge, and cube results from an independent accredited laboratory at the specified ages, filed against the pour reference so any element can be traced to its results.
-
Material approvals register
A live register of every approved material with its manufacturer, standard, submittal reference and approval date, so the storekeeper receiving a delivery and the engineer signing it off are checking against the same record.
-
Non-conformance reports
Raised in writing with the proposed disposition — repair, rework, use as is under consultant concession, or reject — and closed with evidence. Filed and available at audit rather than resolved verbally.
-
Survey and setting-out records
Grid and level checks recorded at each stage, verticality checks on columns and walls, and as-built survey data captured as the works proceed rather than reconstructed at handover.
-
HSE records
Induction and toolbox talk registers, permit-to-work records for hot work, confined space, excavation and lifting, third-party certificates for lifting equipment and accessories, heat-stress arrangements with work planned around the Ministry of Labour's summer restrictions on outdoor work, incident reports and investigations, and a monthly HSE return in the client's own format where the contract requires one.
-
Workforce records
Qatar IDs and work permits, medical fitness records, trade certificates where the role requires one, wages paid through the Wage Protection System in Qatari riyals through a Qatari bank, accommodation meeting Ministerial Decision No. 18 of 2014, and health insurance from a Qatar-licensed insurer as required under Law No. 22 of 2021.
-
Handover dossier
One indexed set at completion: as-built drawings, the ITP with every record closed, test and commissioning certificates, authority certificates, operation and maintenance manuals, warranties, spares lists and training records.
PROJECT RECORD
Project references
We do not publish a project list on this site. Qatari operator, developer and government contracts routinely contain publicity clauses, and an unauthorised client name or logo on a contractor's website is a fast route to disqualification rather than a credential.
References are issued on request to a named enquirer, under the confidentiality terms of the contract concerned and, where the employer is to be named, with that employer's written consent in hand. That is the normal position in Gulf contracting. Ask in writing, at prequalification or at tender, and you get an answer in writing.
-
What a reference contains Building type with its activity code, location, contract scope, contract duration and completion date, and a contact at the consultant or the employer who will confirm it — released to the party who asked for it, not posted for everyone.
-
Why it is not on this page Publicity clauses. Naming an employer, reproducing a logo or quoting a contract value without written consent breaches the contract the work came from, and a procurement team that sees it done to somebody else can reasonably expect it done to them.
QUESTIONS
Questions a procurement team asks first
Are you licensed to build in Qatar, and how do I verify it?
Yes. Safari Qatar Services Company holds Commercial Registration 48259, established 27 December 2010, and Commercial Licence 201984, valid to 1 November 2027, with general contracting recorded under activity 452000 and eleven building-type activities in the 4100xx range. Both records sit with the Ministry of Commerce and Industry. We issue a certified commercial register extract, commercial licence, tax card, establishment card and Qatar Chamber membership certificate with every prequalification pack, so the codes on this page can be checked line by line.
Do you provide design as well as construction?
We build; we do not design. Architectural, structural and MEP design and the engineer's supervision role are separately regulated in Qatar and sit with licensed consultancy practices. We work to the consultant's approved drawings and specification, produce shop and coordination drawings for approval, and where a design-and-build package is required we carry the design through a licensed consultant who is named in the contract, so the responsibility line is clear to the employer from day one.
What size and type of project do you take on?
The licensed scope runs from a single villa under 410011 to a multi-storey commercial, industrial or institutional building, and the eleven building-type codes on the register mark the outer edge of what we may contract for at all. The practical limit on any contractor is capacity rather than licence, and capacity is judged against a specific job: send the drawings, the bill of quantities and the required completion date, and we will tell you at enquiry stage whether we can resource it. If we cannot, you hear that at enquiry stage rather than in week twelve.
Can you build a cold store or a temperature-controlled warehouse?
Yes. Cold stores and warehouses fall under activity 410025, commercial and tourism buildings. The building scope covers the insulated panel envelope, vapour sealing, floor heave protection, the refrigeration plant room, dock levellers and cold-room door sets; the refrigeration package itself is installed and commissioned by specialist subcontractors under our management. Note that licensing the completed facility as a food storage establishment is the operator's obligation with the Ministry of Public Health and the municipality — we build to that requirement and hand over the commissioning records the licensing file needs.
Do you handle the building permit and Civil Defence approvals, or do we?
We handle them where the contract puts them with the contractor. Government transaction clearing is a licensed activity on our own register under 8299031, so the building permit, Civil Defence submission, Kahramaa applications, road opening permits, labour quota, work permits and gate passes are prepared and filed by our own team on the same programme as the works, not subcontracted to a broker and then chased.
Can we buy materials from you without a construction contract?
Yes. Building materials trade and retail sale are separately recorded on our register under 4752801 / 475281, so we can supply another contractor, a consultant or a facility owner directly. Supply is made against your material approval — manufacturer, grade, standard, batch or heat number and test certificate — with the documentation delivered alongside the material.
Do you hold ISO 9001, ISO 14001 or ISO 45001?
No. Safari Qatar Services Company holds no ISO certification of any kind, and nothing on this site borrows the language of a standard we are not audited against. What we run instead is written down and auditable: an inspection and test plan agreed with the consultant before work starts, signed inspection requests at every hold point, concrete and material records traceable to the element they belong to, non-conformances closed in writing, and the HSE and workforce records set out in the records section above. If a certified management system is a mandatory condition of your tender, we will say so at enquiry stage rather than let you find out at evaluation.
Can you supply labour to work on our site under our supervision?
No. Supplying manpower to another employer is a separately licensed activity in Qatar, requires a Ministry of Labour licence, and is not an activity on Commercial Registration 48259. Enquiries of that kind are routed to our sister company, Allive Team Services — catering and manpower — and are contracted in that company's name against its own registration and licence. What we do provide under this registration is a complete works package delivered by our own supervision and our own subcontract chain.
Which legal entity signs the contract if the scope spans more than one company?
Safari Qatar Services Company signs for construction, building materials, offshore and marine works, heavy transport and government transaction services. Allive Team Services signs for catering, camp services and manpower. Where a client wants one interface we will say in the offer which entity holds the head contract and which delivers each scope as a named subcontractor, because operators hold the main contractor accountable for its subcontractors' performance and will read that structure closely.
Can you work inside Ras Laffan or Mesaieed Industrial City?
Access to the industrial cities is by client sponsorship. Work there requires gate passes for every person and vehicle, site-specific safety induction, permit-to-work competence, and compliance with the operator's own HSE standard — which for QatarEnergy contracts means a contract HSE plan submitted with the tender, appointed and interviewed HSE officers, a pre-mobilisation equipment inspection and a work commencement certificate before anything starts. Passes are raised per contract, per person and per vehicle by the sponsoring client, so we programme and price for that gate rather than treat it as an administrative formality.
What insurances and guarantees can you provide?
Contractors' all-risks and third-party liability cover, workmen's compensation, and where the contract requires them a performance bond and an advance payment guarantee issued through a bank in Qatar. Limits, the insurer and the issuing bank are placed against the individual contract and confirmed in the offer, and certificates of the cover in force are issued before mobilisation.
How quickly can you mobilise?
Two different clocks, and we quote them separately rather than blend them. Site establishment and mobilisation of a workforce already in Qatar with valid permits and inductions is measured in days. Recruiting from overseas is measured in weeks, because the visa cycle runs from work-permit quota through Qatar Visa Centre biometrics, medical and contract signing to arrival, medical, fingerprinting and Qatar ID. Both are quoted as dates counted from your award date in the mobilisation programme attached to the offer, not as one number with the visa cycle hidden inside it.
How do we start?
Send the drawings, the bill of quantities, the specification and the required completion date. We will come back first with the questions that change the price, then with a priced bill, a programme and a method statement. If you need our prequalification pack before that, it is issued on request and contains the registration documents, insurance certificates, organisation chart, plant list and project references.
NEXT STEP
Send us the drawings and the specification
The fastest way to a real answer is the tender documents. Give us the drawings, the bill of quantities, the specification and the required completion date, and we will come back with the questions that affect the price before we come back with a number.
